
Highland Associates provided comprehensive Architectural / Engineering services for this 48 bed Youth Center. The
single story facility is designed as a secured detention/pre-adjudication facility. It is designed to accommodate
future expansions for an additional 12 secured detention beds, and a new 24 bed wing to house unrestrained sheltered
care for troubled youths.
The facility includes a vehicle sally port, medical ward, classrooms, staff training/lounge & locker suite. In
addition, multi-purpose/dining area, kitchen, full sized gymnasium with fitness room, shop and administrative suite.
A secured exterior courtyard is located within the center of the building, along with a secured emergency catchment
area. Areas for family visitation and counseling are also provided.
The detention and security requirements comply with Pennsylvania Department of Labor and Industry Buildings Section,
PA Department of Public Welfare and National Guidelines set by Standards for Juvenile Detention and Sheltered Care
Systems, as well as other requirements of Local and State jurisdictions for building codes and zoning.
