The team of Highland Associates and Crabtree Rohrbaugh & Associates was commissioned by Northampton County to provide architectural and engineering services for a new prison addition located adjacent to the existing building. The original prison was built in the 1860s within a secure perimeter wall. Additional housing units constructed within the perimeter wall over the years provided a bed capacity of 310.

Phase I of the project included a new 60,000-square foot facility, 230-bed facility for the existing prison, and a 24-bed addition at the existing community corrections facility. The new additions provide a vital link between the two facilities. The program included new in-take service to the existing prison and new additions, new public entrance and lobby, staff facilities, central control, outdoor vehicle and service sally ports and outdoor exercise. The project involved phased construction and allowed the existing facilities to remain in operation.
